1 - An Office Manager manages the office where she works and a good one knows where everything is, how the filing system works, is responsible for knowing the whereabouts of the other occupants of the office, etc. It is her job to be discrete with the goings on in the office especially when dealing with the public. If any of you have jobs you would know that.
2 - I see that you intentionally omit the "Office" part and refer her to a Manager - knowing well that the rolls and responsibilities are very different.
3 - yes, i work in City Hall and have done so for the past 10 years. I know first hand how corrupt some of the employees are but they are few and they actually work in the interest of the city though a bit misguided. I also know that the majority of the folks who work here are great at their jobs and the city would be in dire straits without them. I would suggest that instead of criticizing and speculating why not just ask. You will find that most are forthcoming and honest.
