I think he's charmed by Nick, takes enormous pride in their special friendship, and also doesn't like the "rowdy crowd" who have complaints. Instead of listening to the complaints, he listens to Nick's mellifluous tones...

There are others who are besotted with Nick, so-called community leaders, who show up and - I suspect - aren't on the payroll. Cannier ones may well be, but I can't speak to that.
