Gist of it, for anyone who doesn't want to listen to the whole thing:

1. 5.233 Million BAN already sold
2. 7.6 Million TAN already authorized to be floated by the end of the year
3. 5.559 Million looking to be approved for BAN for Capital Expenditures by the end of the year
4. UP to 27.827 Million proposed to be bonded to pay for 2010 Capital Improvements, with 9M paid back from the Feds TARP money for 9W, and 3M back from DEC. Also, Consolidated Ironworks 2+ Million to be "sold, then the money used to pay toward the Bond"

46.3 Million TOTAL BONDS/TANS to be authorized.

These would lower the tax increase to 35%.(with nothing cut from the Budget)

A Proposal for a Financial Advisory Board, comprised of the CM, Corp Counsel and Mayor to oversee the Comptroller--bill payments, etc.

Public Hearing on these will be November 16, since Budget needs to be passed on Nov. 23.
