New Windsor and the Town of Newburgh are each almost equal in population to the City of Newburgh, and are each at least six times larger in square miles, yet they survive with Volunteer fire departments. But when the City of Newburgh has a fire of any significance, they have to call upon Volunteer companies from these towns to assist them. Does this make sense? And is the city being billed for the services of the Volunteers?
