You can easily access The Master Plan for DP, as approved by Newburgh's City Council in 1989, in the History Room at the Newburgh Free Library. It is a very important document and anyone interested in knowing the facts should become informed by spending 30 minutes reading it. You should be able to go to the Shelter at DP and request The Master Plan to read at the Shelter. It should rightfully be available for anyone to read, since the park is a taxpayer supported public park. But you may discover it is not readily available there?? You may not be able to make copies, perhaps in part, but you can certainly take down notes and read it thoroughly. You can also access, on line, the Ordinances for the city of Newburgh, that spells out the rules for Downing Park. Article 1 - #220-1-14 & Charter: Article I, 15.11-17.
