Every year the same trope delivered to an all too receptive audience... "its confusing, maff is tuff, blah, blah, blah". Left out of the explanations of the assessment/levy/rate relationship is how it is a product of price inflation and dollar devaluation. Municipal service budgets have the advantage of indexing to those latter two inputs. The consumer, having no such option, can only offset them by reducing personal expenses and or increasing personal income. The ruse is convincing the consumer of equating rising non-value adding asset values with building real Wealth while reducing their purchasing power in real time.
