And gee whiz, did it ever occur to the Mensa members on the city council, that Leyland doesn't own that property, and was never even close to owning that property, and that SOMEONE would have to pay to clean it up? Uhhh... Nooooo... Apparently that concern never popped into their tiny little pea brains.
