The Leyland proposal never got beyond the dog-and-pony show stage. The only thing on paper was a non-committal love letter to the developer from the council and some pretty drawings. The continuing fantasy that they are somehow Newburgh's "waterfront developer" should go down in history as another one of the city's greatest Urban Myths.
