Short Pants has it covered. His Sandbox friends DiBena_dicken_us et. al. has been hired on another no-bid contract to prepare the budget, and fudge our 2008 and 2009 books to "Make the investors happy" and keep Newburgh off the cover of the "Wall Street Journal" for failing to make payroll.
