The 'system' does not include the taxpaying public in any real decision making process. It's by design, full faith and credit and all that. In example, administrative positions' contract raises and extensions are often the result of a performance evaluation and assessment process based, in part, by a recommended format via the very person being evaluated. Further, the evaluation itself is often performed in a closed executive session. Taxpayers are a cog in the wheel. New leadership being inclusive and transparent... pffft.
