Post Judy Kennedy, I seldom watch the City's meetings because of the behavior you describe, preferring to read the minutes. From what I have seen, T. Venning does display a stoic quality, as did his recent predecessors...ditto for the city's department heads. I suspect the city manager's approach to meetings reflects a familiarity with the formal meeting process...agenda, mediator, facilitator, speak in turn within an equal allotted time, focus on agenda. Been there, done it, it works. Not being able to "check" one's emotions, especially in a professional setting is a flag warning "low credibility zone" indicating weakness at its core. It is distracting at least and destructing at most. If it can't be avoided, be indifferent to it. It'll self-destruct eventually.
