The delays you refer to regarding the ARC are mostly procedural. They only meet once a month and there are deadlines for applying, and referrals to other boards are necessary so may take 3 procedural months for final approvals. If I read between the lines this sounds like a never-ending complaint about an entity that has done its best to preserve the character- and attractiveness-of our city yet gets vilified for even existing. There have been many bad rulings over the years and an adversarial relationship with the building dept that does little to enforce or follow-up on its rulings. Its weakness is that relationship(of paid staff) not the ARC(volunteers).
