Update: "Newburgh has approximately 6,500 active registered voters..." - that's active registered Democratic Pary voters, so that's 12% of registered Democratic voters.

As of March 2023, there are ~13,000 registered voters in Newburgh across all registration (party) types. So that would mean that approximately 6% of OVERALL registered voters voted yesterday.

But remember everyone on the Republican and Working Families parties ran unopposed so they were not technically on the ballot yesterday and will automatically advance to the General Election along with Independent candidates.
