According to a someone close to the investigation the other suspect fled the scene before police officers arrived on the scene. There was no police commissioner or police chief on scene and the highest person from Newburgh pd was a sergeant. On the other hand their sheriff, Paul Arteta was on scene and involved. How embarrassing for newburgh pd brass
