I'm not here to support the Police Commissioner's decision of arriving on the scene. That is his issue to address to the Council if hey are so inclined to question it. However, robberies, gun calls etc. are so COMMON in the City of Newburgh, any first line supervisor on the scene can handle the situation. Nbg PD officers and supervisors are very educated, by the street and past experiences, to handle a situation like this. If SWAT was on the scene then more then likely the SWAT Commander was on the scene with his team.

I will assume it was a City call and therefore the City was in charege of the crime scene. Another Chief on the scene only confuses the officers as to who is in charge. I would like to think the Sheriff told the SWAT Commander I'm only here to provide whatever support and resources you may need.
