Numbers tell the story. Your chances of meeting up with crime in Newburgh are higher than in other places. Real estate is going up all around Newburgh as well.
Newburgh has been a social welfare enterprise for decades. Welfare checks, grants and such is what funds all those "religious" groups as well as their "leader." In part maybe why many poor people move here.
Whenever you hear someone wanting to be a community "leader" consider what grant or funding source they are counting on for themselves, family and friends.
Considering the 100s of millions that flow into this city and school it is puzzling that this city and its schools are still in the dumps with low scores and high crime rates. All that money was not well spent to make anything better except the people who pocketed the funds.
