The most basic details of this are a mystery. The Record says there's one building. The mayor suddenly discloses buildingS in the plural. Which is it? How long has it/have they been there, anyway? One has to assume it/they has/have been sitting there empty for some time now. Has it/have they been looked after and maintained all this time, or has it/have they suffered from deferred maintenance? Even a new building has to be taken care of.
