Why Can't We Pay the EDA Grant Loss With the KNEC Funds?

Isn't it interesting... when Leyland came to the city for a $300,000 loan, over $1,700,000 appeared from KNEC fund money. Now that we've spent the uncollected/failed EDA grant money from the city's general fund, why can't we replace it with these KNEC funds? We don't have the money to lend Leyland anything if we've lost that grant funding. STOP THE CHECK!
