"What records are available?
All records are available, unless an exception permits an agency to deny access. Most of the exceptions are based upon common sense and the potential for harm that would arise by means of disclosure. If disclosure of records would be damaging to an individual or preclude a government agency from carrying out its duties, it is likely that some aspects of the records may be withheld. See FOIL ยง87(2)."
Exceptions? There's plenty and the "Agency" in collaboration with the "Committee" makes the determination...

A sentient resident doesn't need a formal disclosure from the 'system' to deliver what is readily apparent to them. Rather than ask for "records" of effect, question the cause of the disorder. What can possibly go wrong when the requirements of an aged infrastructure runs tangent with the requirements of a high maintenance population? Those two requirements combined to be the problem could implode the societal structure. Not happening...problem, reaction, solution. The "woke" ideology, its scope and timing, is proving to be the perfect "reaction", a red herring to avoid that question. The 'system's' "solution" is the dependence on the 'system'. The alternative solution is in the question. It is that simple.
