Admitting to a mistake, e.g. "apology", is an admission of guilt.
Crime rates have an inverse relationship with property values. A lower crime rate is a draw to those looking to relocate from a large crime infested metropolis. The cost opportunity favors relocating, even it means a longer commute to employment and/or missing out on the "city life". Housing demand meets limited supply. The wealth transfer bids up property values with the, ironically, "fair" assessment value model of using 'comparables' compounding the net effect. Good news for a municipality needing to replace a rickety infrastructure and, in a sane world, support its safety departments to react to a rickety social element. Not so good if the same municipality throws out the "welcoming community" mat to everyone and Anyone. It's an open invite that, paradoxically, draws those who can least afford it. The municipalitys' solution is "denser" housing, the residents' solution is "shared" living...net result is increased carrying costs for the wannabe "affordable" municipality. It's a social experiment that doesn't pencil out with finite resources in this increasingly subscription based economy. Quinn's First Law is in play.
