How's that work..."I hereby pledge to be ethical"? The City Council is already messaging to its residents that they condone the activity of the City Manager and in doing so are complicit. Unless affected by physical force, individuals have a choice to participate or not in matters that iniate their involvement knowingly. It is a matter of priorities, principles, due diligence and self-respect. If the choice is to participate, then remaining silent to, conforming to, claiming ignorance or coercion to, voicing apologies to a matter does not eliminate complicity in the matter. The participating individuals share the responsibilty in the matter come what may.
