Dictators run on being the gentler kinder overlord you want to extend pre-approved credit to. They count on it as a given. One's dependence is another's control. In that, the latter are perceived as servants for the people. It's all about the 'flow', keeping the flow going is job security. Unless the demographics changed and it's buried in the stats somewhere indicating the aggregate wealth per capita is no longer dependent on the flow.
