You're deliberating between which hair of the dogs' that bite you is best to swallow. Paraphrasing Milton Friedman in a more general term...Ask, why, for decades, is there a difference between the pronounced intentions of 'policy', and the actual result...between political talk and performance? It's been more politically profitable to maintain this status quo because the public at large has not "voted" for itself to be held responsible and accountable.
