The joke is that that bad leadership and crime is a direct result of county policy regarding Newburgh for 150 years. Instead of shitty cliquish Goshen, the county seat should be where the largest population presides. Look at Westchester, Dutchess, Ulster, Sullivan and Rockland. Newburgh has been screwed since it became part of Orange County. That's just plain jane history.
