So 2 incompetent entities: the county and the city, are pretend fighting again. How quaint. The concept that either entity could curb crime is hilariously false. And the excuse that such crime demands even more of a punishment for a city that has been neglected by the county for decades is childish. Reading between the lines I get the sense that Venning is here to do what other officials who've been permitted to be employed in that position are supposed to do: keep Newburgh in its place, down and out. Because what else is going on? A better anomaly would be "Cuban" style. In spite of the county's(US's) neglect(embargo) and its continuous incompetent leadership, Newburgh survives, limping along while its passionate citizenry operate independently of government to improve their own lives.
