He's a Numbers Guy, not a People Guy. Did the Council really think the solution was to hire a Chief of Staff for $80000 to run interference for him? The log jam just keeps getting bigger. City Manager $200,000; Chief of Staff $80000; Team Building $50,000.

Oh, and by the way, the real communication system throughout City government was out again today.
