Mr. Morris had recently been anointed overseer of Engineering, DPW and Water departments -- with a new title responsible for overseeing and executing the city's most costly infrastructure projects. After George Garrison retired, even the most minor issues by-passed DPW and were directed to Mr. Morris. untenable. Chad Wade (assistant engineer under Morris) was recently shifted from Engineering to head of DPW.
