Subject: Charter Review

Can we all just settle down? 'Charter Review' is a legitimate concept. Some here are calling it "Ignorant" in order to devalue it. Others are assuming a foregone conclusion that charter review will result in changing the form of government.

What if a charter review results in clearer language detailing the Council's actual authority? Who creates public policy? Who carries it out? (I've always wondered why Council members don't exert their authority?)

What if Corporation Counsel's responsibilities need clarification? Is it advising the Council or directing them? (Overuse of Executive Sessions is a good example). Who does the legal department ultimately report to?

Just look at the response charter review is getting! look at the number of citizens attending Council meetings. There's new energy on the Council. Charter Review can be useful to review the foundation. Maybe fix some systemic cracks.
