If Leyland doesn't have the capital to develope Carchietta's property it won't be developed so what are you bitching for? Why don't you as banker get the capital together and do it yourself? If you can afford it then I am sure the city would be happy to sell you the land and you can show up Leyland for the frauds you are implying they are.
