With all due respect, either you're playing dumb, or you have about enough business acumen to fit on the head if a pin.

If someone receives a piece of vacant property, and he is broke, and the banks won't extend credit, and the property can't produce any income... How does he pay the carrying costs (ie taxes) on that property? Better than that... WHY would a person do this? What would be his end plan?

No doubt, there's a piece of the puzzle missing here. Perhaps Green, you are playing dumb, and you know where that piece is.
