When all else fails attack. It's all he has. I posted this before. The Council and City Manager are responsible for this mess. The more cutbacks the more overtime. Math doesn't lie politicians do.
The council members are less than truthful about the budget for FD as well as the other departments. The manager presents a budget to the council members, and they can increase or decrease spending for any department as they see fit. That is the process that takes place every year during the budget hearings. Again, to cover their backsides from the cutbacks they keep passing the blame around the table. TRUE LEADERSHIP on display by all.
