"Everyone" is fantastical speak. You must roll with a different crowd than me. Most people I know are not aware of the unfunded issues, nor that NYS requires the annual return on pension portfolios be made whole should the "anticipated" return fall short. Just as most are not aware that the monies small businesses are now being asked to pay back for 'covid' unemployment was a "loan" with monies conjured out of thin air and the IOUs sit on the federal reserve's balance sheet, ditto for the surcharge, a "bail-in" by legislation, on customers' utility bills to offset customer defaults. It's why I share it... "Truthseeker". "Insurance and corporate greed" is enabled by the federal reserve monetary system, it's why the former two developed the latter over a century ago. Yes, the people making the contracts are feeding from the same trough, but I hear no disagreeing after the fact. I hear crickets. The links I dropped suggest that the unfunded liability growth will be, should be and are being offset with municipal operational "austerity" measures...paradoxically boosting bond ratings. Also suggested is that the people that are aware of the issue, my acquaintances give credence to, are taking their retirement asap and moving to states with a much lower cost of living. Even the unaware are leaving for the same reason. Just because they can't put their finger on it, they know something is off. That was the point of my comment...present a possible explanation. No where in my comment did I, nor the links provided, suggest the Police/Fire are not necessary or that the contractual obligations should not be payed. In fact, legislation is being considered to roll the healthcare benefits into MediCare. So yeah, they may be payed. The "quality of care", eh....
