How to send customers out to the mall. If you don't have a phone or a credit card you can't shop in Newburgh. Take your card out in this city you could be in trouble. The city council and city manager violate the city charter, and no one holds them accountable. Time for a taxpayers committee and elect all new people and help save this city.
