Because Beacon has decent public transportation. Cars are not necessary to buy groceries or provisions because there is a DEPENDABLE free bus running up and down Main Street and walkable access to a train to NYC. All our politicians have failed and continue to fail us when it comes to public transport. They'd rather it stay the slum than allow residents to see how other places succeed.
