'Guesstimating half the city just got "relieved" of their over due utility charges, I doubt they will be changing their buying habits via a mall. If anything, the pretext is set...yes, the fees may well accrue, but the ptb has demonstrated it will clear them for the 'parking insecure', make the municipalities whole for the loss, and offset the costs with a surcharge on all vehicle registrations. "Smart" metering of anything is a necessary tool of and a segque into cbdc accounts. No need to force it, the majority will demand it as a means to "equitableness". Things happen on the margins first, i.e. the 'Burghs...the flourishing communities will follow. The new folk will be happy with a wash on their roi.
