This city is economically surviving off the carrying costs taxed on residential and commercial property owners. Despite its governance and overall afflictions, Newburgh the city has managed, and still manages to, attract private "investors" in the broadest definition of the term...mostly attributed to the latino demographic as of late. The assessment rolls and recent sales are proof evident of this. Monetary and fiscal policies at all levels of government, to include "private public partnerships" (i.e. federal reserve and blackrock, the latter and other equity firms wouldn't survive without the former) have enabled the conditional 'State of Newburgh' to operate across the U.S.. Their "natural inhabitants" aren't going anywhere as long this remains in play.
