You must be new here, the city cares not of legal ramifications, and it will absolutely change union contracts! That's the purpose. These created positions, are by design, to promote obscurity in public safety by adding more administrative layers, and reducing Frontline workforce. Look at both police and fire after the layoffs of 2019. Reduction in manpower, and increase in upper level management. Remarkable.
