The reason that commissioners are so appealing to the present administration is very simple, they can circumvent civil service laws. Prior to the creation of these laws in New York high ranking positions were wrought with nepotism, favoritism, cronyism and so on. That was why civil service was created. Commisioners can be anyone, no qualifications needed and therefore easily controlled by the city administration.
