I wasn't being funny. People continuously seek answers from the same entity that created the circumstances called into question in the first place, so long as the answers are placated it's wash rinse repeat.

As a folow up, on March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (H.R. 1319) into law. The $1.9 trillion package, based on President Biden’s American Rescue Plan, is intended to combat the COVID-19 pandemic, including the public health and economic impacts.These direct funds are allocated based on the county share of the U.S. population. Counties that are Community Development Block Grant (CDBG) recipients (urban entitlement counties) will receive the larger of the population-based share or the share under a modified CDBG allocation formula.
