Yes. An omnibus bill is what it was. Our dysfunctional Congress could not get their act together to pass an actual budget in the fall, so this will take its place to get us through the fiscal year which end September 30, 2023. It’s called democracy, and there are many trade offs. This includes member items which is where funding for the new pier is coming from.
