Municipalities have budgets based on assessments with a gain of forty percent or so in just three years. Even if RE prices do not drop much in nominal terms, when factored for double digit inflation the associated "purchasing" power of the assessment roll takes a hit. Related, I don't know how far long into the design and approval process the pier is in, and given the Burgh's tendency to trip over its shadow, it would be prudent to get completed asap to offset inflation degradation. That's not pessimism, just keeping it real.
