Is that even legal to keep an employee in after flunking out the first time? Is it a favor to a dishonorable city elected official? This is crazy. Any other civil service job wouldn't think twice about a second chance. One and done! All that this equates to, is a qualified individual being overlooked, while an unqualified candidate takes another persons job. You cannot explain this. Make it make sense. Whomever is next on the civil service list to be hired, should sue.
