An "equitable" justice system perpetuates the wrong behavior of people who at the onset blatantly refuse to check themselves for common civilty. The traffic violations and quality of life issues are city wide. The problem isn't the lack of an attempt by traffic enforcement officers. Reread this thread in its entirety and watch city council meetings from just recent to years past for validation. 'Just read the Los Angeles Police Union says that due to understaffing and slow emergency response times, officers should no longer respond to certain calls. These certain calls, to include parking violations and dog complaints, it believes should be diverted to unarmed responders. Last I checked the "unarmed responders" are in the same predicament. How do think that is going to work out? Is that where the 'Burgh is headed? Indicators say yes imo.
