An "interweb" search indicates lack of funding is not the issue behind the lack of crime reporting or crime fighting, in the past, present nor future. Given that, what is the default qualifier for receiving federal funds toward crime combating? A demographic profile? How does a political operatus reconcile to the public spending billions of dollars in a safe America plan with an "equitable" justice ideology? What was the 'Subject" again?
