The IDA was effectively the cosigner on the loan on that property. Is this a new form of bait and switch? Does the city have any other mode of selling and acquiring property beyond the IDA? I vaguely remember that it was said that the city could not own or sell properties- that the IDA was the quasi-governmental agency that was the pass-through. Have the rules changed somewhere or was that statement false?
