Situation awareness is an antecedent to avoid being a victim of crime. The forthwright reporting of crime data is beneficial in this regard. It's pathetic should an image complex of a governing body override the safety of the person. The Council legislates, the Manager administrates the legislation. I think a blackout of Newburgh's crime reporting yields little to no positive effect on its perceived image. If anything, it would contribute to a negative perception. As per voting turnout, a max turnout will yield the same result should the majority be of like mind. The 'Burgh prefers to sit in the shadows, its virtue signaling the front. Victimhood loves company...until your kid is crying from lack of food.
