What people don't say, is how hard it is to staff a volunteer department effectively. There are a lot of older members who cannot be an interior firefighter. People work more, making it difficult to turn out to calls. No one is "volunteering" like the days of old.
Civic duty has taken a backstep to survival, in terms of people needing to work to make ends meet. And Newburgh has a lot of ends to be met! I don't think Newburgh has the commitment, to see a volunteer department go through! Not even a hybrid model will work here from what I see, but I could be wrong, like the city was when it cut a engine company.
