I get the distinction between the 'studies' and your point, I disagree with it. I do not think that the powers that be are ignorant to Newburgh's specific needs. Again, there comes a point when one has to distinguish a bug from a feature. Mutual aid between municipalities will become the norm out of necessity, even it means funding becoming more centralized. Expenses are out running revenues and as Volunteer and CHD point out, mutual austerity is pressing against the limits of the individuals' struggle to make ends meet. Crisis to crisis to crisis is starting to take its toll.
