I have not studied the hybrid departments that the former fire chief has cited in his posting. I assume though that each one started as a fully volunteer fire department that eventually added paid staff that slowly became the primary firefighters. The history teacher mayor should understand that the City of Newburgh gave up its volunteer fire department 89 years ago. Can he give any examples of paid fire departments who gave up volunteerism nearly a century ago that Re-established volunteer firefighters successfully into a paid fire department? If not, he should refrain from spouting such nonsense.
