It was guesstimated as part of the Sales & Use Tax Revenue line item and pre-spent along with other anticipated revenues, i.e.property tax, in the 2022 adopted budget. The Expenses showing what "They" did and didn't do with it.
2022 budgets were bubbles...trillions created out of ether and inhaled like hopium.
